 The US military mission in Bahrain has increased greatly in recent years, becoming the center for support and critical communications of the US Fifth Fleet as well as 93 Tenant Commands and Joint Coalition Forces. To support the security of these growing requirements, Michael-Bruno was tasked to design prime and temporary back-up power for Building 262, Naval Support Activity (NSA I), Bahrain through recurring work; include n+1 and n+2 backup generators, fuel tanks, power distribution system with Automatic Transfer Switch (ATS), Bypass Switch, Electrical Distribution Panels and all supporting infrastructure, such as generator foundations, cable trenching, etc.  The work will feed the chillers on the roof of Building 262.

 

Project Overview – Design was carried out in accordance with the following Unified Facilities Criteria (UFC) 1-200-01 (General Building Requirements), 1-300-8 (Criteria for Transfer and Acceptance of Military Real Property), 1-300-09N (Design Procedures), 3-560-01 (Electrical Safety, O&M), 3-600-01(Fire Protection Engineering for Facilities), 3-600-10N (Fire Protection Engineering, 3-800-10N (Environmental Engineering for Facilities Construction), 4-010-01 (DoD Minimum Antiterrorism Standards for Buildings), 4-020-01 (Security Engineering: Facilities Planning Manual), 1-200-02 (High Performance and Sustainable Building requirements) and UFGS section 01 33 29.05 20 (Sustainability Requirements for Design Build).

 

Additional design requirements, given the scope of work and international location, included: Associated Air Balance Council (AABC), National Environmental Balancing Bureau (NEEB), International Mechanical Code (IMC), American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) Standards, National Electrical Manufacturers Association (NEMA), Electronic Industries Alliance (EIA), American Aluminum Manufacturers Association (AAMA), Federal, State, County, and local environmental regulations, ASHRAE Std. 90.1 (Energy Standards for Buildings Except Low Rise Residential Buildings), American Society of Testing and Materials (ASTM), National Fire Protection Association (NFPA) Codes and Standards, IEEE C2, National Electrical Safety Code, ANSI/NETA International Electrical Testing Association Standards, Final Governing Standards and other Host Nation Environmental Laws and Regulations.

 

Project Challenges/Solutions: Because of the high-profile of this project—it supports the critical mission of the US Navy communications infrastructure including server and UPS rooms—the A-E was required to go from a 35% to 100% final design package, acceptable to the US government, in a 10 day period.  Michael-Bruno also performed full construction management and has been designated “Director Responsible” for the long term, contract services, reporting directly to the NSA Public Works Department.
